Unable to read text files from unmanaged dll using IIS 6

I have developed a set of .Net classes (private) that wrap access to a set of unmanaged dll's. These dll's are written in 'C' and read text files. The unmanaged dll's assume that the text files are in the same directory as the dll's.
When I place the dll's and text files in %windir%\system32, ASP.Net applications running under IIS 5.1 can successfully call the unmanaged dll's and read the text files.
When I try the same thing under IIS 6.0 running under Windows Server 2003, the unmanaged dll's are successfully executed, but return an error message saying the text files could not be found.
Any ideas on how to get this to work. Is this just a permission problem?

Enable auditing to detect failure of object access, and run Filemon by Sysinternals. This is a perfect tool to help detect a permissions issue.
