Please make sure php_curl.dll exists in the C:\php\ext folder. If you are using the PHP installer, this component seems not to be selected by the installer by default.
If the dll exists, please check the dll permissions as well. Based on my understanding, it is OK to copy libeay32.dll and ssleay32.dll to C:\Windows\System32 or the PHP folder (C:\php\ in your case). Vista can load dll successfully in these locations.
You can try resetting IIS 7.0 to verify if curl is loaded by PHP using phpinfo().
