I cannot start Web Site with IIS on Vista!!
I’m using Vista Home Premium. (OEM that comes with my new HP notebook)
I add IIS from Windows Features.
Then, I open http://localhost, but the IIS welcome page cannot be displayed.
I check the IIS Management Console; the Default Web Site is stopped.
I try to start it, but no luck because the pop-up shows error:
Incorrect function. (Exception from HRESULT: 0x80070001).
What should I do to start the IIS Web Site? Any suggestion???
There are 2 related records (an error report) in the Event Viewer:
The World Wide Web Publishing Service (WWW Service) did not register the URL prefix http://*:80/ for site 1. The site has been disabled. The data field contains the error number.

Unable to bind to the underlying transport for [::]:80. The IP Listen-Only list may contain a reference to an interface which may not exist on this machine.

PLEASE!!!! I have the same problem for 3 days now...The web server cannot start and it is giving the above mentioned errors....
for your info it has nothing to do with this message "The process cannot access the file because it is being used by another process"
i also did a clean install and i didn't install anything but some fixes for vista..
I have vista Ultimate..
Any help will be appreciated..

There is no app using the two ports
and the key ListenOnlyList was not there...
as the article says that means it takes the default (and correct) value 0.0.0.0
(I also tried toadd it with several values as 192.168.1.64:80 - internal network ip and 0.0.0.0:80 with no success)
I have as well uninstall and install iis many times
No matter what i do I keep receiving the same response when pressing the start .... "Incorrect Function (Exception from HRESULT 0x80070001)"
Please..... any help???
In addition to say that i can't find any service with the name: Http SSL

Sorry for my disappearing.
First of all, I’d like to thanks "qbernard" for your kind support.
I’ve tried everything the article suggested… for example, checking the availability of port 80, check the registry key, reinstall IIS, etc.
T_T No luck.. (my laptop is a new one with a clean install of MS Vista.)
*** However, because I did have an urgent need to use the IIS for my Web programming, I couldn’t wait anymore, so I decided to format may machine !! :( Of course, it works this time.
For "pmanaras" who’s having the similar problem, I wish you the best of luck.
Ps. I quite disappointed with Microsoft and HP support. I have an OEM Vista which still within 90 days support. Yet, HP told me that it's Microsoft Vista problem, then I called Microsoft, they told me that it’s HP matter. Well, what could I say!!! T_T

Ooops.. I've been traveling :)
This is getting no where, for now I would try uinstall IIS + WAS then reboot the machine and finally reinstall IIS.
If same error, try look at the iis7.log and see if it encountered error during setup.

it might be a very simple solution, are you using Skype?
Well, than check whether in Skypes' Advanced- Connection- Settings the 'Use port 80 and 443 as alternatives for incoming connections' checkbox is
I expierenced this after upgrading to the latest Skype version and (whysoever) these ports have been enabled by default in Skype.

You are brilliant! Skype was the problem in my case. Arrrg!
(I wasted way too much time on something as mundane as this.)
I have to say that this is why I personally prefer the open source alternative: PHP & MySQL on a Apachie.
Alas, my clients dont share my view, so ASP.net, here we go...

I had similar error message on Win server 2008.
The IIS was not able to start. The issue was FTP service grabbed the port 80 prior to IIS. Once I stopped the FTP I was able to start IIS and then FTP.
Anybody can explain why FTP service would do that?
