I have reached the final step of the KB article (found here: http://support.microsoft.com/?id=555071) detailing the setup of the IISADMPWD tool for changing AD passwords via the web.
This is the command I am entering: adsutil.vbs set w3svc/1/PasswordChangeFlags 1
At this location: D:\inetpub\AdminScripts (D:\ is where the IIS sites are all located)
And here is my error:
The path requested could not be found.
ErrNumber: -2147024893 (0x80070003)
Error Trying To Get the Object: w3svc/1
Any idea what could be going on?

Error 0x80070003 means "ERROR_PATH_NOT_FOUND". Can you please make sure that the ID of the website that you are trying to set PasswordChangeFlags flag for is "1"?
It is likely that you deleted the "Default Web Site" which has (ID of 1) previously and now you are working with the site that has different ID.
You can open up metabase.xml (if IIS 6.0) in notepad and confirm, or you can look at the logging properties for the website that has IISADMPWD vidr and confirm the ID there.
If above is the case then you will just have to modify your command to use the correct metabase path instead of w3svc/1/

This was the cause. It took me a while to figure out what the ID was (in the end it was still a slight guess). It was a CRAZY number, 10 digits long. It looks like it took the setting though. I'll post a new thread of the IISPWD tool doesn't work.
Thanks for the help guys!
