Glad to report around here that the 2008 R2 and 2016 Server updates seem to all be working as expected, all updated within a local WSUS environment. One 2008 R2 server housed in a remote data center never was offered the KB4345459 update via Windows Update,
however when provided the windows6.1-kb4345459-x64 msu file manually, updated just fine. Now, in all cases, these servers can start/stop/restart IIS and other network services without the service hang.
The past week has been a bit tough, but thanks to Microsoft teams working on this for getting the revisions that corrected the matter out so quickly. Here's to hoping August 14th 2018 will be a better day for us all.
