    We're also seeing this issue with IIS on Server 2012 R2.

    Does anyone know if setting the Recovery setting in Services to 'Restart the Computer' will be a workaround until this is fixed?  Not the best option, but our client using this server is more concerned w/ their internal site being up than possibly losing work due to a restart.

    No that won't work, the problem is in the windows kernel, the process is stuck and cannot die. It effects all kinds of TCP Networking processes. I would guess it relates to TCP port sharing in some sense, but who knows.

    The only solution is to roll back the KB43388XX where XX is for the OS version you have 15,18,24,30 and possibly 14 (I have not verified, nor seen anyone verify that this is an issue on 2016+)
