I have tested https://sourceforge.net/projects/wincache/files/development/wincache-2.0.0.8-dev-7.2.beta2-nts-vc15-x64.exe/download with v7.2.0 from http://windows.php.net/downloads/releases/php-7.2.0-nts-Win32-VC15-x64.zip , and it appears to work.  Can you please retry with the WinCache from the link above?
