    Hi,

You no need to buy any type of license to use iis on windows. you could install it by just enabling windows feature as shown below.

    • Open Control Panel and click Programs and Features > Turn Windows features on or off.

    • Enable Internet Information Services.
    • Expand the Internet Information Services feature and verify that the web server components listed below are enabled.

    Required IIS components:

    Web Server
    Common HTTP Features
    Static Content
    Default Document
    Directory Browse
    Application Development
    .NET Extensibility 4.8
    .NET Extensibility
    ASP.NET 4.8
    ASP.NET
    ISAPI Extensions
    ISAPI Filters
    Management Tools
    IIS Management Console
    IIS Management Scripts and Tools
    Management Service
    Security: all the authentications
    Performance
    Static Content Compression
    Dynamic Content Compression
    Health & Diagnostics
    Logging Tools
    Tracing

    • Click OK.
    • After clicking OK, this dialog will appear on your screen for a while.

    • When it's done, fire up your browser and navigate to localhost.

If you want to host a site internally you can host it and use it easily but if you want to host the site on the internet you also need to buy public IP and domain name.
