Web PI on Windows 10 (IIS Express 10) fails to install Azure SDK for...

I tried to install the most recent Azure SDK for. NET for Visual Studio 2015 (v3.0.1) on Windows 10 v1903 through Web PI, but the installation fails because the version of IIS is too high. It only accepts IIS10 and not IIS11.
I also tried to install v2.9.6, but it also fails due to the same reason. :-/
Please fix this!

Check that the firewall is not blocking the download. Please share the error detail when it fails and check the web platform installer log.
you are trying to download the old version of the SDK. could you check the IIs version properly? open the IIS manager and select help and click on the "about internet information service".
and check which visual studio version you are using.
You could manually download the azure SDK from the below link:

There's no problem with downloading the files to install.
I'm sorry but it's not because of IIS, but because of IIS Express.
I re-tried to install Azure SDK 3.01 through Web PI and it says (- translated from German):
IIS 10.0 Express couldn't be installed because of a newer version.
So the whole installation fails. Maybe because I have also installed Visual Studio 2019 Community for testing?!
I need these older versions for Visual Studio 2015. Because we are working with this version. The newer are not compatible with VS 2015!
And I also tried to download the files manually from your link of v3.0, but every installer downloaded from that link is not v3.0. If you start the installer, you see in the window-title,and sometimes in the text, v2.9.6 and not v3.0. Curious...
PS: How can I add pictures to the post from my local drive?!?
PPS: I changed the title of this thread from IIS to IIS Express.

You could try this workaround
please delete all the .xml files from
1) %localappdata%\microsoft\web platform installer
2 %localappdata%\microsoft\web platform installer\preprocessor
please check the below link which shows all the azure SDKs notes and downloads files.

I tried your suggestion with deleting the XML-files, but it didn't work.
Then, I downloaded all files manually, as you suggested, and installed them. Without any problems.
But, the problem in Web PI remains unresolved...
