how can I setup email alerting when appool is stopped

Microsoft has its System Center Operation Manager for such purposes,
If you want to create your own, subscribe to the relevant event log entries and then send the mails on your own.

I was hoping for something else apart from System operation manager

As far as I know, IIS does not provide other tool for this function.
As a workaround, you could try to go to Event Viewer->Custom Views->Server Roles->Web Server(IIS). Here is the logs for Web Server. While an application pool stopped, it will create a record with Event ID 5186. You could select a record and choose Attach
Task To This Event and then in the action, you could send a mail alert.
However, please note all the application pools will create records with Event ID 5186. If you do want to identify which application pool stops, I would suggest you consider to write an application to monitor the event log file as Lex said.
The relevant event log file is stored in C:\Windows\System32\winevt\Logs\System.evtx
