WebMatrix is no longer supported and Microsoft is suggesting to use Visual Studio Code as an alternative.
If you still want to use WebMatrix then try to download a MSI version using link below.
Microsoft WebMatrix download MSI version
Then try to install it and check whether it solves your issue or not.

I am facing a similar problem. Although I got Web Martix Installed successfully after several failures caused by the Web Platform Installer, it crashes whenever i attempt to use any function related to loading or connecting to a database.
(Attempts to install online never succeeded. I installed from an offline setup of Webmatrix 3.)
The errors that crop up are..
unexpected token 'doctype' expected token is 'DOCTYPE' at line 1 position 3
Can you please help me overcome this obstacle...
(Please note.. this machine is 64 bit. I have WebMatrix running flawlessly on a 32 bit machine)
