Hi falcon G,
You had asked,"how works maxBandwidth param in IIS server ?"
'maxBandwidth' is Optional uint attribute.
Which specifies the maximum number of connections for a site. Use this setting to limit the number of simultaneous client connections.
The default value for 'maxBandwidth'
Limits for a Web Site <limits>

Hi Falcon G,
By mistake I post the information regarding maxconnections.
You can refer information below regarding maxbandwith.
'maxbandwith' is optional uint attribute.
Which specifies the maximum network bandwidth, in bytes per second, that is used for a site. Use this setting to help prevent overloading the network with IIS activity.
The default value for maxbandwith is 4294967295
You can try to change this value as per your requirement to control overloading. It means that you cannot use more bandwidth then the value you had set for 'maxbandwith

thank you for answer. But i have opened Web Service\Bytes Total/sec Performance Rule and receive and send. If I set
maxbandwith value to 60MB . Web Service\Bytes Received/sec Performance Rule shov etc. 30MB, Web Service\Bytes Send/sec Performance Rule is correct to 60MB..... Total is 90MB......

You can try to restart the site and then again try to make a test.
It is possible that it needs to be restarted to take effect of this setting.
Also let me know whether you get any warning message like,"For bandwidth throttling to function, IIS needs install Windows Packet Scheduler. Installing Packet Scheduler will cause all current network connections to be dropped."
If yes, then it need to install Windows Packet Scheduler to take effect of this setting.
Limiting network bandwidth available to a website.

I not have installed Windows Packet Scheduler. If I restart machine the inbound traffic is not limited, only outbound.....

If possible then try to install Windows Packet Scheduler and check whether it solves the issue or not.
Let us know about the result. So that we can try to provide further suggestions, If needed.
