Need to restart IIS after a server restart

When ever PROD database is refreshed for maintenance. All site connected to that database went down.
Resolution used to fix the issue: IIS restart make sites back up.
Using PurgeStatementCache did not required to restart the IIS manually.
But it only worked once, later this also failed.
Unable to get any solution for this issue. As we always need to restart the IIS manually, everytime database(i,e. oracle) is restarted.

All site connected to that database went down.
You have to talk to the web site developers. Only badly written web sites would suffer such issues. Even open source projects, such as WordPress, can recover themselves flawlessly when database restarts.
