I'm finding that AAR 3.0.1988 does not install correctly. I tried it on 2 different servers and it seems to install successfully (it shows in Programs & Features, and log entries in Event Viewer show success). However a) Web Platform Installer says it is
not installed (the Add button still shows next to it), b) the Application Request Routing Cache option in IIS does not appear, and c) reverse proxying does not work (not sure if it's because it is not installed correctly or because I need to enable proxying
which I can't without the ARR Cache option).
I uninstalled it and installed the previous version of AAR (3.0.1952) and that works. So I believe something is wrong with 3.0.1988. It's also worth pointing out that the download page (https://www.microsoft.com/en-us/download/details.aspx?id=47333)
says the version is 3.0.1952 which is incorrect -- that is the previous version, and the downloaded version is actually 3.0.1988.

I met the same issue when I was trying to install ARR3.0 1988 version via web platform installer. However, I can find the Application request routing module in IIS manager-modules. I could also find the server farm list. So I think you could just ignore
this issue and ARR should have been enabled correctly. Maybe there is something wrong with the WPI signature verification.

I've just installed 3.0.1988 (13/02/2018) using WPI. The AAR Cache module appears in IIS , but I appear to be getting reverse proxy errors (Win 2016) during re-write (HTTP 500.50 - A rewrite error occurred during RQ_BEGIN_REQUEST notification handling. A
configuration or inbound rule execution error occurred).
I rolled back the Virtual Machine and installed the IExpress version containing the 3.0.1952 version and this works (rewrite correct, not HTTP 500 error). I used the IExpress install found here:

So exactly how did you uninstall ARR 3.0.1988?

Via the Programs & Features / Add Remove Programs control panel. Look for Microsoft Application Request Routing 3.0 in the list.

Didn't think of that.
Given that WPI installs 3 pieces of SW (cache, url rewrite, arr), I was looking to replace the 3 as a package.
Good to know that replacing the individual components works as well.
