I am having the exact same issue on my dev farm. The primary is having the issue, but the secondary is not. My QA farm is fine. The issue started after the reboot after applying windows patches and rebooting on 2/15.
In the webpi.txt
DownloadManager Error: 0 : WinInet error: System.UriFormatException: Invalid URI: The format of the URI could not be determined.
Hopefully someone will be able to assist.

Thank you for helping bring this issue to our attention. amyhuskey actually opened up a support ticket with us to help identify the cause of this issue. We discovered that this was happening because the main feed for WPI v.3.0 was retired. Because WFF 2.2
is dependent upon WPI v.3.0, this resulted in numerous errors complaining that the old feed was now invalid, similar to the one you described above.
We've ultimately worked internally to have the WPI v.3.0 feed deployed to a new URL. The following change has to be made to the platformProvision feedURL in the applicationHost.config file so that WFF can use the new feed:
How to update the applicationHost.config platformProvision with the GUI
How to update the applicationHost.config platformProvision with the apppcmd
c:\windows\system32\inetsrv\appcmd.exe set config -section:webFarms /[name='MMAIISfarm-DEV'].platformProvision.feedUrl:"https://webpifeed.blob.core.windows.net/webpifeed/3.0/webproductlist.xml"
We are still working to update our documentation to reflect this change, but have verified that this solution should work. I hope this helps! Feel free to let us know if you come across further issues regarding this.
