Mobile Device testing causing IIS to lock file

OK, I am working on a site in IIS 10, on Windows 10 Pro.
The site is Classic ASP, and I am testing it on both Windows and an Android Phone.
When I refresh the page on the cell phone, it locks the main.asp file.
I have to either
1 - Go into Services and Restart World Wide Web.
2 - Wait for IIS to let go of the file, at which time it Deletes the file, (Always create a backup when this happens)
So, my question is the following.
HOW to stop this from happening?
I have attached two images, in order of their visibility when shown.
Any ideas on this would be great.
It is slowing me down A LOT. And I need to get this done.

What error message did you get when you refressh the web page? Is there any error message in event viewer? Please go to IIS log C:\inetpub\logs\LogFiles and post the status and substatus code like 403.2 or something. The access deny error for image should
accour when your authenticated user like IUSR or something else don't have enough NTFS permission to read file. So please try to grant IUSR or application pool identity the enough read/write permission. In addition, please create the authorization for your
authenticated user with read/write permission.
I just create a classic asp and fresh via my cell phone, it didn't display any error message no matter I call asp file or static image file. So please post the error message.
Or you could use process monitor to help you fix this issue.
We need to figure out why the IIS will lock the file?
What about this able firewall and anti-virus？ or change the application user to admin user?
