can't authentication with webdev

I have a Windows 2016 server running IIs. Site is working but I can't seem to connect to it via WebDAV using Windows 10 client.
I added authoring rules to WebDAV module in IIs (so the server's Administrator id can access). When I try to log on remotely with Windows 10 client a dialog box pops up asking for credentials. I type in "Administrator" and the password for remote server's
Administrator id and then press OK. ... ... then It asks me again. In short... I can't seem to authenticate.

So could you pass the authentication without WEBDAV? Please post the error status code like 401.2,401.1. It looks just like a windows authentication issue. Please try to add the website to local intranet in IIS->internet option->security->local intranet->advanced.
Secondly, to avoid the Kerberos authentication issue, you could try to adjust the NTLM to the top of the order list.
In addition, you may need to ensure both WebDAV authorization rule and normal authorization rule have the permission for administrator account.
If you were accessing from remote website, please ensure the binding host header and DNS server has been configured. It looks like if the domain name can't be resolved then the windows authentication may failed.

I'm a novice. I'm not familiar enough with windows server and IIs to understand all the terms you mention in your reply. Let me try and rephrase to hopefully make my issue clearer.
The administrator id on the windows 2016 server works fine (same one I use to logon to the system during boot up). The issue is when I use that id to try remotely to connect via WebDAV. I'm trying to connect remotely by windows 10 via its built in networking
feature that allows me to map WebDAV shares to appear like a local drive.

I followed you link. One thing I've notice is that under "authentication" category for website in II it didn't list windows logon as an option.
