Website doesn't respond until it is recycled

I have hosted some web services (asmx .NET 2.0) in iis 7.5, those web services provides service to android apps that executes several requests into the web services that have as database Sql Server 2008 R2.
Often, i have to recycle or reset some website because it can't reponse and all the incoming requests are captured by the block catch exception.
All those connections into the database are dispose and closed and doesn't accumulate connections.
I want to know why when i recycle or reset the web site, it starts to response all the requests fine. I have used the Performance Monitor and i don't see nothing wrong. Which kind of processes can reach the maximum top or what could cause this?

Usually hang dump analysis would reveal the cause. You can open a support case via
http://support.microsoft.com if you don't know how to move on.

This issue could occur when your application have a memory leak. If the application will not drop the connection or session automatically. The request queue will hang and get stuck. So please check the code. In addition, you could use failed request tracing
and debuag diagnostic tool to help you fix this issue.
If you were hosting a asp.net application, monitor the GC gen in performance monitor could help you fix this issue.
