Network Load Balancing in windows 8.1

we have a two PC's(windows 8.1 Pro) on same network with different IP Addresses, is it possible to create NLB using this machines?

Desktop version of Windows are not meant for NLB cluster. Use Windows Server, which contains load balancing service by default，
Of course, if you just want to set up NLB for development, and you do
* have a hardware load balancer, such as F5,
* or know how to configure ARR, https://docs.microsoft.com/en-us/iis/extensions/configuring-application-request-routing-arr/http-load-balancing-using-application-request-routing
You might use Windows 8.1 as testing machines.

Thank you.. I have used ARR, I am able to do load balancing using windows 8.1 machines.
