I tried to install Kentico today and it wouldn't install because it couldn't see the database. I don't think SQL 2016 Express is supported.
Also, I tried to install Orchard but same issue. Can you fix these issues before support official ends. I would like to be able to use the Web PI to install at the least the most current DBs.

You could just input the sa password, then the installation wizard will install the supported sql server express 2008 for you. Then you could install the kentico. I can't test the express2016 here, so I'm not sure whether this issue will happen on my side.
Maybe the web platform installer could not recognize the later version of SQL SERVER EXPRESS, you could just install the different version of sql server side by side. It works fine on my side.
Otherwise, you may need to download and install kentico manually:
In addition, you could find the installation package here:

What good is an SA password if there is no database installed? I tried it SQL 2008 and SQL 2016 but both failed.

Just a point of clarification - WebPI support is NOT ending. Only WebMatrix (the editor) is going away. Update to the WebPI feed will continue

Thanks for the clarification, Chris.
