My question is that can I deploy ASP.NET web application on Microsoft IIS Server express without visual visual studio ie by copying the contents of project folder to the default folder for web pages ?
Thanks in advance.

Of course, you could use IIS Express without visual studio. You even doesn't need to copy the content of project folder to the default folder while I don't know which folder should be this folder by default. First, you could download IIS express 10.0 here:
Once you finish installing the IIS express, you could go to C:\Users\username\Documents\IISExpress\config\applicationhost.config. Then create the website via add the following script to <sites> section:
<site name="Testsite" id="8">
<virtualDirectory path="/" physicalPath="D:\mynewsite1" />
<binding protocol="http" bindingInformation="*:28616:localhost" />
Then run the IIS express via following cmd command:
cd \Program Files (x86)\IIS Express
Once the website is run, you could access the website via web browser.

That solved my problem.
