Microsoft IIS Administation API and IIS Manager User account creation

We have created several FTP sites on Server 2016 and instead of using Windows User accounts, we are leveraging the IIS Manager Users to grant external user access. Is there a way to make this feature accessible through the Microsoft IIS Administration API
for user creation, user folder creation and password resets?

The IIS administration API enable the client in the same cluster to set the configuration in another server. I refered to the document but didn't find any API that is related to the IIS manager user or IIS manager authentication. So I think it could be unavailable
to set this via administration API while you may need to set the authentication provider and create/grant permission for IIS manager user.
Maybe powershell could be available:
In addition it should be available with Microsoft.Web.Management.dll locally.

We have been using PowerShell to manage FTP users locally, but have been looking at ways to automate the process and let our external systems create and manage the accounts automatically. I was hoping that the Administration API would facilitate this, since
it is platform agnostic.

IIS manager user should be related to the management service, However, I think the administration API doesn't support this feature.
