want to Install this Update on a x64 Windows Server 2008 R2 Web Edition(!):
Installprocedure says "this update is not for your system".
Cant be correct....

As this update shows, it applies to IIS 7.5.
By default, IIS 7.5 is not installed on Windows Server 2008 R2. You can install IIS 7.5 by using the
Add Roles wizard in Server Manager or by using the command line.
If you don't install IIS 7.5, please install it first, and install this update again.
If it still has same issue, please don’t hesitate to let me know.

IIS 7.5 is already installed
CGI/FastCGI Feature is activated
Cgi.dll has is much older than in the updatepackage
Iisfcgi.dll is newer than in the updatepackage
"reg add HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\w3svc\Parameters /v FastCGIUtf8ServerVariables /t REG_MULTI_SZ /d REQUEST_URI\0PATH_INFO"
has no effect....

As this hotfix shows, this hotfix is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing.
