IIS 8.0 issue: PHP application and REQUEST_URI fails contains UTF-8

I have a problem with IIS 8.0, namely with a php application that depends on the Request_URI server variable which fail when a request whose URL contains UTF-8 characters is sent to IIS 8.0. This problem has been already fixed in the IIS version 7.5, hovewer
it seems to exist in the never IIS version 8.0.

Hovewer, I'm not able to apply it under Windows 2012 and IIS 8.0.
Does anyone know how to solve this problem?

Have you followed "Post-installation instructions" section of KB2277918 on the IIS 8 machine?

KB2277918 is also available for IIS 8.0, please follow the steps strictly in the link(http://support.microsoft.com/kb/2277918 ), and check whether it exists same problem.
If it still has same issue, please don’t hesitate to let me know.
