Custom User Isolation for FTP Is Disabled in IIS 8 & Server 2012

I have created a custom FTP authentication module using .NET. It is working OK on my local machine running IIS 8.
I've got it registered and it seems to be firing on my server as well.
However, I can NOT get IIS Manager on Server 2012 to allow me to change the FTP User Isolation to "custom".
The radio button to select "custom" is disabled. I am thinking maybe this part of the configuration is locked somewhere else up in the IIS config heirarchy?
Any help appreciated.

Can do it with using appcmd.exe:
open powershell, locate appcmd.exe and change the directory there, probably here "C:\windows\system32\inetsrv"
appcmd.exe set config -section:system.applicationHost/sites /"[name='FTP'].ftpServer.userIsolation.mode:Custom" /commit:apphost
Note: /commit:apphost will make this change to the applicationhosts.config, you could do it at the machine level /commit:MACHINE or site level.
