Unable to block an IP using IIS

I have an ongoing issue and hope someone here can help resolve it.
I block MULTIPLE IP addresses in IIS and it works great. There is one particular static IP address that I do have blocked, however this IP address is able to connect to my site for some reason. (No other IP addresses on my blocked list can connect)
Does anyone have any ideas why this ONE IP address that I have blocked can connect to my site?
I have never experience this before and ran out of ideas to troubleshoot. I have done the basics (reset iis, remove the ip, add the ip)

Why not block them in the firewall, instead of IIS?

My router is a Linksys RV042. I do not see the ability to restrict an INCOMING connection based upon the IP address. I also checked a few other routers I have and do not see this ability.
Any other ideas?
