You have "SQL Server 2008 Std":
The Web Platform Tool Expects SQL Server Express and the updated SQL Components.
You have this as requirements for SQL Server updated versions:
A) Microsoft SQL Server 2008 R2 Management Objects (x64)
B) Microsoft SQL Server 2008 R2 Native Client Microsoft
C) SQL Server System CLR Types(x64)
Yes this Works: "I have already tried installing the SQL Server components manually".
Use the Web Plaform Tool to download the "phpBB" so you can install Manually.
Check that the PHP "php-5.2.17-nts-Win32-VC6-x86.zip" is installed the PHP SQL Server Driver works.
Clear the Web Platform Tool cache and only use the WebPI for Detection or Manual downloads.

Thank you for your suggestions. I was not sure how to manually download the "phpbb" using the web platform tool. However yesterday before this post cleared I was able to get it working by installing the x86 versions of Microsoft SQL Server 2008 R2 Management
Objects and SQL Server System CLR Types.
The web platform installer proceeded properly after that.

Using the Web Platform normally the direct link is manual download.
It appears that there is a problem with the direct link to do a manual download.
The phpBB is from the Gallery Project Developers. Maybe the phpBB does not know the direct link is not working ?
You might http://area51.phpbb.com/ ask at the phpBB Build site and let them know the problems.
Am not sure the phpBB Manual installs and versions http://www.phpbb.com/downloads/olympus.php?sid=05ecbdce3ef87a2d0f13110788bd03b9
work with the SQL Server.

This is probably an issue with phpbb package. It looks like installing on Win2008 R2 x64 it installs the SQL server 2008 R2 x64 components, BUT the x86 installer actually has a dependancy on the x86 version of SQL Server 2008 R2 management objects.
Thank you your solution would probably have worked since it was just a surface problem with the phpbb setup package. However as I stated the problem was resolved by manually installing the x86 verisions of the SQL Server 2008 R2 managment objects.
