IIS6 - Perl - Network connections (SMTP, IO::Socket)

I have fastcgi working with II6 and Perl on Windows Server 2003. However, my Perl scripts are unable to make network connections (e.g. SMTP or any IO::Socket call). Is there some configuration or security setting I need to be making to enable this? Thanks in advance Horace
