ftp firewall fail directory listing (

I configure window firewall on window 2003 enterprise to open port for FTP on port 21 both TCP and UDP. I am able to log on to the system using FileZilla, but it throw error "Fail to retrieve diregory listing", when I disable the Firewall, it works just fine. In My firewall Config, I have FTP...
