Ftp error 'the request is not supported' when starting ftp

I'm trying to set up a new ftp site (using IIS 6 and IIS 7 under Vista Ultimate). After setting up the basic info using the ftp site creation wizard, when I get to the last step it fails. It just says 'the ftp site creation wizard did not complete successfully' with the following explanation...
