If I want to force SSL v3 for all browser connections to my web server, how would I do that?

I am using certificates for authentication. Everything was working normally until recently. Now when an https address is accessed on my server through IE everything works, but in Firefox the page does not load and no error is reported. How can I debug this? Thanks, Moses
