IIS7 & PHP file upload problem with Windows Authentication

I have a very simple php script to upload a file which fails if I have Windows Authentication enabled; it gives error 6, which means it cant find\use the temporary folder. Installing BITS Server Extensions with IIS7.0 on Vista?

I can't seem to find the BITS Server Extensions for IIS7.0 on Vista Ultimate using the Turn Windows Features On/Off in the Control Panel. Is there a separate download for Vista to enable BITS on IIS7.0? Or am I just not looking in the correct location.
