Sadly, this still does not work for me.
I am a server administrator, not a web developer, so ideally I want to configure my redirect from the SERVER LEVEL, not a redirect script into one of my webpages as I dont own the rights to change the web pages that are being served.

You can redirect HTTP request to HTTPS request by using URL Rewrite Module. Please refer to the "Redirect to HTTPS" in the following article:

I also got this to work by changing my applicationHost.config. I changed the <httpError> line to <httpErrors errorMode="Custom" lockAttributes="allowAbsolutePathsWhenDelegated,defaultPath"> then adding the redirect to my individual websites.
