     Method '_wspawnl' failed. Failure: 0x654
    Failed to install the Web Platform Installer MSI. Unable to launch Web Platform Installer.

    I'm Running XP as admin under service pack 3 with no IIS installed.  Brand new machine

    Hi Scottdwg1,

    Thanks for reporting this.  The error indicates a problem with installation package 0x654 "This installation package could not be opened." , which could possibly be  a download issue.

    Can you try installing the MSI directly from one of these locations.

    a.       x86 version: http://go.microsoft.com/fwlink/?LinkId=146053

    b.       x64 version: http://go.microsoft.com/fwlink/?LinkId=146055
