"Can't connect to server at localhost"

This may not even be an IIS issue, but since I don't know what it is, I'll post it here; my apologies if it turns out to be irrelevant.

I'm trying to upgrade a backleveled DotNetNuke site to version 4.9.5, the current stable version of the "old" code base.  I first install my upgrades on a test system running on my Vista Home Premium Laptop:  IIS 7, ASP.NET framework, SQL Server 2005 Express.  The current production version of the site, DNN 4.6.2, runs perfectly on the test platform.  I upgraded my test site to 4.9.4 a few months ago without a problem, but backed it off because of changes that would have caused problems in production.

I've now upgraded the test site for the 4th time to 4.9.5.  Every install has gone the same way - no errors in the install log.  Site looks normal.  I can log in as my own id, which is an administrator, or as the super-user host, but - I can't access any of the pages on the Host menu that would let me configure the site.  IE8 says it "can't display the page."  FireFox 3.5 says " Can't establish a connection to the server at localhost."  Safari 4 says "Can't connect to the server.”  But the server will display any page that has non-configuration modules on it.  The restriction also applies to the Admin configuration menus.

I can't work with the upgrade if I can't configure it.  Does this sound familiar to anyone?  Suggestions deeply appreciated.

This sounds like a typical DDN upgrade issue, so you'd better check with DDN experts at its own forums.

I've had a post on this up there for most of a week and gotten zero response; I was hoping someone here would have some leads.  Thanks anyway.

Re: "Can't connect to server at localhost"

Actually, this is a DNN issue, but I've identified that it is also an IIS issue.  The latest version of DNN defaults to https for administrative pages; and my IIS installation has NO https bindings because there is no digital certificate on my laptop!  The friend who suggested I look into this also directed me to this external site

    http://www.dylanbeattie.net/docs/openssl_iis_ssl_howto.html

for instructions on creating a self-signed certificate using open ssl, for use with IIS 5.  I, of course, am using IIS 7, and the Microsoft knowledge base article the site refers to bears zero resemblance to my IIS Manager interface.  I have successfully executed everything in the list down to this line:

"This will create our CA certificate and store it as c:\ssl\certs\ca.cer"

I next opened the KB on generating a certificate request - and I'm hosed.  How do I tell IIS 7 to use the certificate I have stored??  When I edit the Bindings and try to add https, the SSL Certificate option only says "Not Selected," and a "View" button is grayed out.  I'm way out of my depth here; but I'm morally certain this is my problem with my web site.  If you can suggest a more current KB I'd be very grateful.

For IIS 7, when you are in IIS Manager please

    1. Click the node for your machine in the left.

    2. Find Certificates icon in the middle.

    3. In this panel you can create self sign certificate via menu items in right panel.

There is no need to use OpenSSL.
