How To Give Folder Write Permissions??????

This is my first post and i hope i post in right place. Basically i have a site that is using IIS, PHP, & MySQL. One of the biggest parts of the site is that it requires a folder named thumbs to have write permissions so uploaded photos from users can be
uploaded to this folder. When i use ftp to just simply give that folder write permissions i get 504 command could not be implemented....is there someway i could jus right click the folder go into properties and do something to allow write permissions. Would
rather do it in ftp which is what i always have done but that was always with different host, i am hosting my own site this go round and not sure how to setup ftp on iis 7 running on windows server 2008 x32bit.

Windows Explorer (Computer in Server 2008 menu), find the folder, right click and choose properties. Security tab, click Edit and add/edit whatever account(s) need whatever permission(s).

what user or account would i need to add and give write permissions to???
