User cannot login - FTP Windows Server 2008 R2

i have a little problem... i' using Windows Server 2008 R2 RC and i need to publish via FTP a site. I created the ftp site and enabled it, after that i followed these guides:

i have a news... when i try to connect from external i have that error, when i try to connect in localhost this is the error:

The error information indicates this is a permission issue. Please make sure the "Network Service" account has Read permission on the C:\Windows\System32\inetsrv\config\redirection.config file.
If your problem persists, you can run process monitor to determine the root cause.

It is not necessary to restart the server machine, but if possible you can restart it to insure all of the actions have been completed successfully .
You can open process monitor and add a filter "Path is 'C:\Windows\System32\inetsrv\config\redirection.config''', then reproduce this issue. There should be some failure
events. The detail description of the event and process contains the user information which can help us pinpoint the source of this issue.

You can download Process Monitor from here :
Its quite straightforward to use. Have a capture running when you try to log in with your FTP account and you should see any permissions issue in the results.

Setting permissions on redirection.config is not sufficient; the "Prerequisites" section of the following walkthrough should list everything that you need to do:
