    Has anyone tried adding *ismv to the File types controlled by Bitrate throttling? *ismv is from Expression Encoder  Adaptive Streaming.

    No we haven't tried that.  The .ismv file are intended to be used with Smooth Streaming, also part of the IIS Media Services.  What is the reason you want to use them for progressive download?
