This is usually caused by a server-side script not sending the proper WWW-Authenticate header field. Using Active Server Pages scripting this is done by using the AddHeader method of the Response object to request that the client use a certain authentication

Thanks for ur reply !! allowing anonymous access in IIS security tab did not resolve my solution,secondly could u plz guide me how to grant a permission rights to your account.
Additionally, the KB article above contains the information about granting permission rights to your account in the section "HTTP 401.3: Denied by resource ACL".

when i open this page(http://localhost/localstart.asp) in my browser it says

You should allow anonymous access in IIS security tab, or to grant a permission rights to your account.Regards
