When I try to install IIS on my
Windows XP Pro, which has been updated to Service Pack 3 using update.microsoft.com, it says "Installation program cannot copy staxmem.dll. Please check the the location specified below is correct, or edit it and insert "Windows XP Professional
Service Pack 3-CD" in the drive that you specify.
However, I don't have such a CD, and when I specify c:\i386 or c:\windows\ServicePackFiles\i386 it just rejects those positions, even though both have staxmem.dll present.
I have also tried unzipping Windows XP Pro Service Pack 3 and then selecting the i386 folder of the unzipped package, yet still no positive progress.
Someone please solve this issue for me on an urgent note.
Many Thanks in advance :-))

Check this out, it talks about SP2, but worth trying for SP3 as well.

I have the same problem. In my case it is upnpui.dll that it say it cannot copy. I tried copying the file to another location and copying in a fresh copy. I installed service pack 3 through the internet and do not have a CD either. See topic Webplatform

I just took my XP SP2 CD and used it. Every time it asked for something I changed the path to look in to D:\i386 and I was able to get through the install.
