To start, clean up your HTML when you paste it. Your example is impossible to read.

Did you mean IE 7? If so, it's not an IIS issue, it's an IE issue. Try an IE support forum. Even if you meant IIS 7, it's still not a server error, it's a client error. Make sure your CSS is appropriate to the browser.
