Page cannot be displayed in a very common page to troubleshoot... It might not necessarily because of any ISAPI issue... you might need to give some extra info... Is PHP installed properly??? Can the phpinfo.php page be browsed properly???

Casting a very wide net to try and troubleshoot from there Sankar. Can you give us any specifics? How is PHP installed in IIS (ISAPI, CGI, FastCGI), what NTFS permissions do you have on your web directories?
