I have exactly the same issue with a Win7 computer. I used msdeploy command line tool on the file downloaded by Web Platform Installer and the error message is then "Not a valid Win32 FileTime".
A solution that works for me is to change the Time Zone from UTC+1 to UTC-8. I'm now able to also download ...
