Since I couldnt get the two seperate Virtual SMTP servers to send email to each other. Here is what I did
1.)Delete second Virtual SMTP Server
2.)Add the other domain under the first Virtual SMTP Server (so it would be hosting two domains - With each domain pointing to the proper exchange server - The two domains will share the same DROP ...

The only thing I have not changed yet is the MX record and reverse lookup for Office2 yet this will be changed this weekend.
This shouldnt cause an issue should it? It's all outgoing mail so it should move between both virtual SMTP servers. Then why does mail flow out to all other domains on the net?

Here is the scenerio.
Office 1: Exchange 2003 (192.168.100.X)
Office 2: Exchange 2003 (192.168.32.X)
*Both offices connected with Layer 2*
