Do your http requests go through a proxy server? Does this occur if you have the server and client both on local network?

Try using ADDLOCAL="feature_MediaSmooth" at the end of the msiexec command line.

Yes it is possible. You probably should ask your potential encoder vendors or solution providers whether they have such a tool and put this factor into your selection criteria. Otherwise you may need to build a tool yourself.

IIS accepts the standard HTTP byte range requests: http://www.w3.org/Protocols/rfc2616/rfc2616-sec14.html section 14.35.1 and 14.35.2. A example would be having the request header
Range: bytes=2000-3000
Basically your player needs to figure out the byte offsets for desired time points according the media ...

Yeah just copy the files to the appropriate web site directories you should be able to see them in Smooth Streaming UI.

Were you previously running IIS using 32-bit app pools? Installing Media Services 3 should not alter this setting, and the 64-bit installer should work because it also installs 32-bit versions of all the modules.
Is there anything suspecious showing up in Event Viewer? If not, obtaining a Failed Request Tracing trace would ...

Currently the only HTTP solution for delivering live to Silverlight is probably Live Smooth Streaming. Another option for live delivery I think is to use the RTSP of Windows Media Server, but since you mentioned you want HTTP, you should give Live Smooth Streaming a serious consideration.

Currently Expression Encoder only supports on-demand Smooth Streaming but not Live Smooth Streaming. Some of the encoder vendors that have announced Live Smooth Streaming support are:
