Were you able to resolve this? If not, have you tried using Failed Request Tracing to isolate the source of the error? The easiest way to do this is as follows, assuming you have not yet installed the Tracing option:
Go to www.microsoft.com/web
Install Web Platform Installer (WebPI)
Install (Failed Request) ...

They appear to be a service provider. You upload your video to them, and they'll stream it for you - and charge end users for the privilege, if you want.

This usually means that you need to generate a new multicast announcement (NSC) file. See http://technet.microsoft.com/en-us/library/cc753602(WS.10).aspx for information on how to do this.
