There is a work around for this issue. If you use the Certificates MMC snap in to perform the certificate import and managment, this should work. Once it is imported into your Local Machine store, you can go back into IIS and create an HTTS binding.
Let us know if this workaround solves your problem.

In order to use Database Manager in a remote scenario, it must be installed on the server you are connecting to. Is Database Manager installed on the IIS 7 server you are trying to administer?

I just tried using the IIS URL Rewrite rules importer and it doesn't look like the flags that are used in the Boost rewrite rules are supported at this time.
Someone might know better, or a way to convert the rules to avoid using the unsupported flags.

I'm not quite sure what you're asking. The IIS Admin Pack features were incorporated into the IIS 7.5 UI. If your webfarm is all IIS 7.5 then you won't need to install admin pack at all.

What do you mean "Do not have access"? Are you getting errors setting configuration as an administrator or are you connecting remotely?

Most of the questions that you're asking actually have individual UI modules available for them.
There are the ASP/ASP.NET settings to deal with the script permissions, preferences and properties and they can be set a server/site/application levels. Default Documents can be modified in the UI to point to a custom default ...

If you want to create just a V-Dir inside of the IIS 7 UI, you can right click on the site that you want the V-Dir to be under and then select "Create Virtual Directory".
If you're just trying to create an application, you dont' need to go through this step because the UI will handle creating the vdir for you.

Can you double check the event viewer logs (type eventvwr in the start menu and look in the Windows Logs/Applications section)?
Also, you can try running inetmgr /reset from the start menu and see if that helps.

Can you please open the event viewer (type eventvwr in the start window) and share any errors from the Windows Logs/Application section relating to the Inetmgr UI?
That might help track down what the problem is.

IIS Manager Users and WMSVC aren't a part of Windows 7 Client. You'll have to use Windows Server R2 in order to access those features.
