Using the most recent IIS7 Manager 'MSDeploy' updates is it possible with the Packaging Wizard to modify a setting in the deployed web.config?

I kept checking during that entire nightmare but no log file.
On the sister system the iis7.log was 93k but nada on this one.
The PowerShell team is going to kick me but I am thinking that may have been the prob somehow.

Final update:
Have reformatted the non-conforming system and performed an allday install fest. . .
All is working now but I'm still not sure what the problem was.

UPDATE. . .
Seems the most common resolution on Vista Ultimate was a format and re-install so that's what I have decided to do as well.

Note: I've seen several other posts concerning getting the IIS7 Manager to work on Vista Ultimate.
I've been creating Microsoft Technical webcasts for IIS7 (dasptv.com) on Vista Home Premium with no trouble.
Doing the same on Vista Ultimate so far has been fruitless.
