I had a similar issue, but looked into the log file and found the following URL: http://go.microsoft.com/fwlink/?LinkId=146791 I downloaded the installation filr from there and ran it. It looks to work properly (I'm in the process of installation now).

:/ This failed as well

I investigated a bit further and it looks like someone put a link to Service Pack instead of the full VWD
