I would normally agree with your comment, but the results of the speed test are accurate. It was a before snapshot and after installing IIS 7. We rebuilt of the server twice, and both times, the results were the same before and after installing IIS 7.

I would guess the driver is the root cause. Off-loading is contributing to minor upload perf, but having the right driver seemed to do the trick. Thanks for posting the results, it'll help others.

Before Installing IIS 7 and after installing the correct "Vista (WinServer 2008) Nic Driver"...

After Installing IIS 7 - along with installing the correct "Vista (WinServer 2008) Driver" for our network adapter card and making sure that both configuration per TCP Chimney Offload was enabled on the network adapter and Windows 2008 server.
My first guess would be that the driver was the default windows driver that was installed when we built the server and this may have been the cause from the get go, but; making sure that the TCP Chimney Offload was either enabled or disabled on both adapter and Wins2008 server has surely made a difference.

Steve, I believe you were right about the TCP Chimney Off Loading...

Before Installing IIS 7 and after installing the correct "Vista (WinServer 2008) Driver"...

After Installing IIS 7 - along with installing the correct "Vista (WinServer 2008) Driver" version for the nic card and making sure that both configuration per TCP Chimney Offload was enabled on the network adapter and per Windows 2008 server configurations, the results are alot better.

I believe the Nic driver which was installed when we installed the windows server out of the box and this is just a typical driver per any nic card.
This may have been the cause from the get go, but; making sure that the TCP Chimney Offload was either enabled or disabled on both adapter and Wins 2008 server acording to the document you sent me has made a huge difference.

Out Nic is: Vista (WinServer 2008) Driver 6.217 2009/3/31 - Realtek RTL8169/8110 Family PCI GBE NIC

On top on that.. IIS installation won't kill your connections, unless you like few thousands users accessing/downloading from your server.

Win2008WebServer, PowerEdge Server, 4 gig ram, dual core quad, 3.1 gig processors... dedicated T1 - 2.5 down and 1.5 up speed by Cox Cable.
I have been monitoring the upload speed of the server and notice that after installing IIS 7 to host websites, the Upload speed drops as low as dialup.
I uninstalled IIS 7 and the Upload speed is back to normal. I tried every ICP tweak settings but nothing helps.
If anyone has any idea why the performace is so bad, please help.
I did not have this problem running IIS 6.
